With the dry season in northern Karen State well under way, the SPDC continues to intensify its militarisation of Nyaunglebin District by deploying new military units, establishing new camps and bases and attacking displaced civilian communities in hiding.
With the start of the harvest season in November, displaced villagers have had to expose themselves to potential arrest and execution by SPDC forces in order to reap their ripe paddy crops in areas subject to heavy Army-imposed movement restrictions.
Frustration over the SPDC's systematic impoverishment of the civilian population is keenly felt by the people of Dooplaya District, Karen State. Amongst other abuses, forced labour and extortion in their many guises have been leading causes of economic collapse and the resultant contempt for and resistance to militarisation.
In Thaton District the SPDC utilises State-controlled 'civilian' agencies, the Army, and the DKBA to control the civilian population and eradicate the KNLA presence. Local people thus face a myriad of State agencies and armed groups which have overburdened them with demands for labour, money and supplies.
The first half of 2007 has seen the continued flight of civilians from their homes and land in response to ongoing State Peace and Development Council (SPDC) military operations in Toungoo District.
