This map is taken from the KHRG report "Abuse Under Orders: The SPDC and DKBA Armies Through the Eyes of their Soldiers" (KHRG #2001-01, 27/3/01) and shows States, Divisions, the SPDC Army's regional commands, and headquarters of the Sa Ka Ka (SKK; Military Operations Commands) and Light Infantry Divisions.
